I don't have anything on the SCR-583 except all of the component numbers.  
Never had any of the hardware.  But the short answer is that the Signal Corps 
blocked out SCR- number ranges for certain functions of radio sets (and then 
didn't always follow them so don't bother with quoting exceptions).  But the 
SCR-number was reserved or assigned when the RFQ's went out.  So there are lots of 
gaps.  Equipment ordered or considered but never built.  The BC- and other 
component numbers weren't assigned until at or near production startup.  Or at 
least until one contractor won the contract.  The BC- and other component 
numbers seem to have been assigned at least mostly as the next number up (not 
blocked).  There are far fewer missing numbers in the BC than in the SCR sequence 
list.

They did somewhat the same sort of thing with TM numbers.  Function was 
blocked more or less by hundreds (beginning with 200).  And assignment of a number 
within each hundreds group looks almost random if you plot first pub date 
against number.
