I'd use a grid dip meter to find the resonant frequency of each switch combination and back calculate the inductance from there. A short in the coil at say the third winding does indeed make it three windings shorter provided the other end of the three windings is at ground potential. If the one end of the inductor is grounded, then the isolated inductor taht remains from the grounded tap to that end is zero- dead short ( at least at the frequencies that these units were used).
