It's part of the test equipment (IE-16) for the early Mark IIG SCR-535 IFF set.  I'd suppose that it serves a similar function as the common BC-1066 "radio receiver" does for the later Mark II and IIIG IFF (SCR-595, -695).

I've never actually seen any components of the SCR-535 IFF.  They appear to be much more rare than components of the SCR-515, -595, and -695 IFF sets.
