It is more a case of duplication than slipping through the cracks.  Any 
item, no matter how small, that was designed for use on an F-14, or any 
other military aircraft, is by definition a Defense Article and therefore 
comes under control of the ITAR (Internatinal Trade in Arms Regulations 22 
CFR 120-130) Category VIII- Aircraft and Associated Equipment and would need 
to have a Department of State issued license to be transferred to a non-US 
person whether the person was in the states or across some border.  And no 
license to IRAN would be approved.

My son is a flying USAF Lt. & civvy Certified Flight Instructor.

He received a FAA letter last month.  It was a request to apply for
reporting forms for submittal should a foreign national approach
him for flying lessons.
