[Milsurplus] "Radio operator" on HC-130P

The Avianca flight 707 was headed for JFK and crashed on the North Shore because of fuel exhaustion. La Guardia does not handle International flights. The crew did not manage the fuel properly and failed to alert the controllers on their
precarious situation.
