What really struck me, in the "equipment indicator letters" section, is
that under "Type of Equipment" a "B" second letter designator indicated
"Pigeon". Maybe that means something other than "Pigeon" ? 

The three letters defined "Type of Installation" or where used, "Type of
Equipment" or what it was, and "Purpose" or what it was used for. As a
more normal example we have: "A" is Airborne, "R" is Radio, and "C" is
Communications.
