That's generally true if the modified unit could still serve in all the same installations that it had served in prior to modification.  An AC-powered R-648 could not be.  Unless the power connector was phyically altered to a different type as part of the modification, this franken-R-648 could easily be installed by error in places where the normal R-648 should have been.  That's to be discouraged in the US military services!  It takes work to make stuff sailor-proof.

There would have to be some sort of official documentation of the modification in the system literature, and at the very least some obvious visible indication of the modification present on the unit to keep it away from places it couldn't go anymore.
