Nope.  Core material must go THROUGH the winding, surrounding it will 
only provide some magnetic shielding.  As noted, you will not find any 
ferritic material that will go high enough in flux density without 
saturating.  It's much easier to make or find an inverter to provide the 
requisite 800 cycles.  800 cycles also lends charm and ambiance to the 
radio shack...
