The DB-15 connector on the bottom of the RF-3090 Transceiver is the
interface to the RF-3090AU adaptor unit, used when the radio is mounted in
the vehicle configuration (Called the AN/VRC-94). The connector includes
filter select lines for the bandpass filters in the adapter unit, there are
also power supply control lines to the RF-3090AU power convertor, amplifier
control and test lines for BITE tests which involve the RF-3090AU. In the
manpack configuration, the DB 15 connector should be covered with a metal
plate to provide an environmental seal for the radio. Two pins that also
protrude through the bottom of the RF-3090 are what are used to provide the
power from the clamp-on battery unit. One pin is at chassis ground. This is
the negative voltage input. The other is the positive voltage input. THE
RF-3090 RUNS OFF OF 12VOLTS DC. DO NOT TRY 24 VOLTS THROUGH THESE PINS AS
YOU WILL BURN THE RADIO POWER SUPPLY OUT. REPAIR OF THE INTERNAL POWER
OSCILLATOR IS EXPENSIVE AS IT IS TEDIOUS TO DISASSEMBLE THE SILVER CAN
ASSEMBLY SURROUNDING IT. MAKE SURE YOU HAVE THE CORRECT POLARITY BEFORE
HOOKING UP POWER.
The RF-3090 tunes 30.000 to 89.975 MHZ.

The RF-3090 that I know about is an early version of the AN/PRC-117.
This is not HF, but rather a tactical VHF 30-89.975 mhz FM radio. Some
of these are equipped with a frequency hopping card.
I can't lay hands on my manual, but my recollection is that the
connector on the bottom of the radio is not explained. My guess has
always been that it is for programming frequency hopping parameters with
a special fill device or computer program. I also believe the manual
hints at an add-on encryption device, which could have bolted on to the
bottom and connected via this connector.
The radio is Harris.
