There is nothing magic inside of meters.  Difficult to speculate on 
exactly how that one got off-centered.  There are a number of 
possibilities, and I always guessed wrong anyway.  

All you need to repair one is a very clean environment, steady hands, 
knowledge of meter design, and non-magnetic tools.  I used to work on 
them when I had the necessities, but now I'm down to one out of four, 
so I had to give it up.  There are competent meter repairmen out 
there though, but I don't happen to know who any of the present crop 
are.
