 If it comes to NEMP I think the issue will be moot for those of us in
 an urban setting,however the days of Mutually Assured Destruction are
 over in my humble opinion.If there were a nuclear exchange, I beleve
 the US would come through with minimal loss and the adversary would
 cease to exist.We still maintain a formidable arsenal and no-one else
 comes close.

Your assumptions only hold for STATES that have territory to nuke. They
do NOT apply to someone who gets a nuke and brings it in to a US city in
a bale of pot. (ref to Congressional hearings years ago)

   A 55 gal. drum with a good lid can hold a lot of smaller radio
 sets,probably a complete GRC-9 with gas generator.Better yet sink a
 concrete septic tank and seal up the input ant output holes and voila a

 storage bunker.You could even water seal the concrete box before
 putting in the ground.

A concrete box will offer little to no protection against EMP.
