Assuming you mean U.S. Navy, the Navy radio and related nomenclature system 
appears to have skipped the "C", probably because it stands for "Contractor".  
The only reference I find to CMS is that it is the Navy Contractor Code for 
"Federal Stamping & Engineering Corp.".
