The ATA/ARA on to the ARC-5 were designed for remote control, not
local. The transmitters were tuned on the ground then selected by
switch and the receivers up to the lock tuned ARC-5s were tuned via a
control box. The remaining controls were placed in the cockpit where
they belonged along with the tuning controls for the earlier
receivers. The control boxes were by necessity compact since a
fighter cockpit didn't have a lot of room to spare and there was
already a lot of stuff crammed in there. With the advent of the lock
tuned receivers, they became even more simplified.
For local control, yeah, they leave some room for improvement. For
the installations for which they were designed, they worked admirably.
