[Milsurplus] Need Epay advice: refuse export buyer?

This will be my last post on this subject. I appreciate the moderator's
forbearance. Also my previous post was not intended to go to the
whole list, the proverbial slip up.

Thanks to those who commented. I have asked Ebay, to verify i
am going right on this. Yes, i really do understand i will be taking
less money if i relist or otherwise.
I am a little slow on the uptake, i guess. I didn't catch on to the
business of the buyer, i thought at first this was just a very
acquisitive person with many thousands of purchases. We
