Odds are that the dither ("Selective Availablilty") would be put back into
the (already low resolution) civilian signal. Even so, that's good enough
for the miltary GPSes to sync up on the encrypted high-resolution signal.
The civilian GPSes can't use the high-res signals because they don't have
the crypto keys; the military (and government non-military) GPSes can, but
have to have a very good idea of what the time is in order to decrypt the
encrypted signal.
