[Milsurplus] ART-13

Being new to military radio I am unsure of all that is replaceable on 
the ART-13 series of transmitters.  One of mine has been modified at the 
bottom of the front panel just to the left of the "Instructions" label.  
I'm not sure what the added toggle switch does, but I would assume it's 
an on/off switch.  The hole in the front panel is cut very neatly, most 
likely with a chassis punch.  However, I want to put it back to 
original.  My question is, can I replace just that panel?  It appears to 
be about 4" tall and runs the width of the transmitter.  If it can be 
replaced, does anyone out there happen to have an unaltered panel for an 
ART-13-B they would be willing to sell?  If one is not available or if 
it cannot be replaced I suppose I can use a black hole plug as I have 
done in the past on other equipment
