Right you are! Note the nomenclature: U-P-M. (U)Utility, (P)Radar, 
(M)Maintenance/Test. Would be used for "off-line" servicing/alignment of 
things that needed a pulse generator to establish a baseline setup. 
Setting up interference blankers or video mappers come to mind. There 
are many other instances where a stable trigger source would be used.
