There is no real difference between using a bucking transformer vs a Variac,
except of course the bucking transformer is fixed. Feeding the primary with
less than full voltage will not pose any problems whatsoever.
As for the windings question, it's not going to be a problem either way. I mean
if you're talking theory, you can start figuring magnetizing currents, core
losses, copper losses, and all that but for all practical purposes that stuff
can just be ignored. If your buck transformer can handle the load without
overheating, you are good to go.
