In my personal opinion, any change that can be "put back" to original 
without damage is OK.  This would include "padding" or rubbering
the alignment.  

I've used my BC-474 on 40 meters with good results by
doubling in the final and using an external antenna tuner.
I don't know if the 654 can do that.
