This has been an issue around number of the bases in the region for at least a 
year.......Navy Region NorthWest......

As I recall, it has to do with a joint radio system with DHS that runs in the same freq 
range as many garage door openers and other devices.......

Not every base is using this radio system, so it is rather hit and miss.....
