I don't think you can go by the meter faces.  A lot of sets had both white 
and black faced meters, depending upon who made the meters for that contract 
apparently.  TCS is a good example.

On the other hand, I guess your comment that white face meters wouldn't be 
hot is likely correct.  Radium based paint is off-white which wouldn't show up 
against a white background.  But it doesn't follow that the reverse has to be 
true.
