[Milsurplus] is this a sonar display or?

The unit in question is a PPI indicator from an "SO" radar used a many
small craft and were all over the civilian marine market.  Looks kind of
used and abused however.

I saw that a couple weeks back and wondered the same thing. Either
that or some kind of commercial marine radar? It'll be interesting to
find out.
