I think we all know that left to the normal bureaucracy, the Sig. Corp. would have bought all the radios needed to fight WW1 all over.  Somehow, these government agencies never seem to be very forward looking.  Reading all the after action reports indicates it was good that there were some mavericks in there upsetting the system.
