I've never seen one either, but my guess is it is a loop antenna covered 
with rubber to prevent sea water from shorting it out.  The Germans had 
a similar antenna, and had good reception under water down to about 100 
feet, depending on frequency.  Lower frequency gives deeper sea water 
penetration.
