That Civil Defense equipment thing was a curious mess.  A lot of mobile radio (2-way FM) showed up with those CD stickers, as there was appreciable funding for communications improvements available through Civil Defense channels.  Some of the law enforcement agencies learned to play that game pretty well, and bought a lot of equipment which would have normally been beyond their budgets.  There was apparently little real accountability beyond the requirement for the big sticker on the hardware.  I have at least one, maybe two vintage 42.9 MHz 330 watt tube type base stations which belonged to Texas DPS which came with a big CD sticker on the front.  So, I wouldn't read a lot into the possible application just becuse it says CD on it.
