[Milsurplus] Power line safety

In the US the neutral is connected to earth ground at the house main panel box. 
  However, there is never any guarantee the outlets, cords and radio are wired 
correctly and those of us (like myself) who have been bitten will never trust 
that a unit switched "off" is without mains voltages floating about.  Whenever I 
  need to do work involving putting my hands into something, I physically 
disconnect it from the power line and then discharge power supply capacitors. 
Extra care for high voltage equipment such as transmitters, laser/flashlamp 
stuff, plasma weapons, etc.
