[Milsurplus] Tuning the ART-13/BC-348

Local guy here has built up a couple of AC supplies for his two
ART-13's.  One of them is an RCAF unit.  But anyway, he's running about
175 W carrier out of it.  I told him he was to hot but what do i know. 
He's got lots of years behind him building big amps and stuff along with
some broadcasting and says it isn't hurting the 813 a bit.  Okkkkkkkk. 
But then, what do i know.  I don't think he's done the pencil test tho.
