Well, there was something to be said for the perceived threat of a B-52 wing
which has been launched, is enroute, and is finally recalled. It does get
one's attention in the appropriate places, and in ways that a hidden,
unknown threat doesn't. Sometimes it's useful to send a clear signal. And
the ability to recall is also useful.
