Eric, they're not talking 'bout freq shift
by the Rx/Tx.  What happens with FM, whatever
kind of a detector they use, it can only handle
one signal at a time, specifically the strongest
one.  In AM more than one signal can be heard,
even if QRM or whatever, so the change of a strong
signal hogging the frequency, (at the moment), is
slim.  That's what Air Traffic Control wants to
avoid.
