What with international treaties and all, the
electromagnetic radiation generated in the
US is administered by the State Department.
They have organized a Frequency Management Group
within the Department of Defense.  That group
has jurisdiction over all frequency usage by
government, including military.  The FCC has
control over civilian, (generally speaking),
frequency useage.  Anyway, you're right about
SSB replacing AM for air-to-ground long-haul
communications, but AM is still alive and well
on military and commercial air traffic control,
and that's world wide.  USAF didn't have SSB
equipment, so LeMay and Collins came up with
the KWT-6 I think.  It was a fixed-station
transceiver.  KWM-1's got off to a good start.

Sorry 'bout the lecture, but that's the way
it was, more or less.
