Unless I am totally wrong, the metal detectors for the Cohen Building were installed after Sept 11, 2001. I am almost certain they were not there in 1997, when I left DC for an overseas assignment, and they were there in 2003, when I came back to DC. I am not in the office, but if I remember, I'll ask our security folks when they were installed, when I get back to DC.

I am also almost sure there were no metal detectors for the Air and Space Museum prior to 9-11, nor for the other Federal buildings in 3rd and C SW area, in 1997, but of course, I could be wrong.

Your dog may need to be hunting somewhere else.

You will have to provide more information on the Normandy situation. Maybe you haven't given us enough detail on the situation.

We don't often have First Family in the Cohen Building, but I remember one visit and all the center corridor elevators were taken out of service for the VIP. The stairs were still good for us to use.
