Dave, You are correct. I use Ethafoam, Polyethylene which comes in 
several densities 1.2 green, 1.7 blue, 2. Charcoal, and 2.2 # White. 
This material is not cheap but it "WORKS" as it has very good memory to 
accept the shock. EPS, beadboard, styrofoam (coffee cup foam) has fair 
shock absorbing ability but no Memory. IB or Dow insulation board has no 
memory and no give and is very messy to work with.
Instapack (foam in place) is good for items with the required 2 inches 
on all panels up to 70 pounds. It has a density of .42# per cubic foot 
and has the worst memory of any of the foams and is very expensive and a 
bitch to work with. Price is currently in excess of $3.50 per pound or 
over $3,000 for a 55 gallon drum set of A&B and the gun shoots 4 to 6 
pounds per minute.

UPS says a 350# mullen test DW box is good for up to 100 pounds.

I make a custom box 24x22x15 500# DW Stapled RSC box and use Ethafoam, 
EPS and soft Polyurethane on front panels.
Some of these boxes have made up to 10 round trips with no reported 
damage claims. They are now $50.00 plus UPS shipping empty as 30# about 
18 to $28.00. I have about 10 left and the new price will go up about 18 
to 20% overall if  I order 50 at a time as they are a custom size.
