Never hearda such but I finally went & RTFS (S for schemat)

I place my bet on it's C119, the RF bypass at the tank's cold end.  

Bet it's ungrounded or open & there's RF across them thar keying relay
contacts OM.

Test theory with disc ceramic & write if you want a free replacement TX mica.

Morals:

   o Hidden message is it want's AM.  keep the darned thing on AM.  
     But hate think use of mod xfrmr inter-wdg capacity as a RF 
     bypass.  Ugh
