The same tracking number is used from Canada to USA
and can be tracked from the following two sites:

Canada Post

United States Postal Service

I have shipped hundreds of items from Canada to the
USA with no problems 99.99% of the time.

I think whenever insurance involved, the carrier
always looks for excuses to void the claim.

As mentioned previously on this board, UPS is also
notorious for this. Many house and car insurance
companies will initially only offer to pay out 50% of
a claim and make you fight them for the other 50%.

I would suggest your shipper files a suit with small
claims court against Canada Post. It would cost about
$25.00. I have used Canada Post insurance many times
and I have never been informed about all these silly
rules nor have I ever been required to sign anything
agreeing to them. Therefore, a small claims judge
would should be very sympathetic to the shipper.
