One theory goes first U2s had KWM-1s & were on SSB.  Hence the 
rarely-seen 28V p-s (516F3?)

And there's the theory that the RS-6 was a plain-&-simple political
pay-back like the DOCUMENTED GRR5* 'gas radio.'  If so it's criminal & 
wud take  more than the freedom of info act to root out.
