Adding to what Dave says, keep in mind that intelligence agenies
aren't particularly known for maintaining a nice paper trail or going
through official channels to procure equipment already in government
inventory. And those who took part are best known for their ability to
keep their mouths shut, so...
Think of the times when commercial gear has been adapted for military
use. Doesn't take a genius to figure out that if something works well
or is better suited to your needs, you use it. You have to know that
the success of a mission and safety of the operative(s) far outweighed
any red tape. The fewer people with any knowledge, the fewer
documents, the better the chances of success. It's not a stretch at
all. The fact that they had no official nomenclature such as 'Radio,
Spy-type' makes good sense.
