[Milsurplus] Wrinkle painting an engraved panel

I'm working on re-painting an engraved panel with black wrinkle that was
stripped by the previous owner.
My trouble is that, in order to wrinkle properly, the paint has to be thick
enough that it fills the shallow engraving making it impossible to
re-letter.
The only solution I came up with was to fill the engraving with something
(grease, petroleum jelly, wax etc.) paint the panel, then remove the filler
with degreasing agent. However, I don't know how this would work with
wrinkle paint seeing as the panel has to be baked or heated to wrinkle the
paint.
Has anyone else tried something similar? Any other solutions?
