[Milsurplus] BC-654 problem

Hi all.  Having got the rx part working (after changing 18 caps !) I am looking at the tx section. I get rf, its low but thats probably the pa tubes, only 5w on AM 11w on cw. But, I can not get any mod onto the carrier. 

The voltages read ok, maybe slightly low on the g1, -4.2 in place of -4.7, the main bias line (-51v) is about -60, ht ok, all cap around the mod  changed, mic insert changed, several mod tubes tried but the outcome is a very low level of modulation (monitor rx needs v.c. turning flat out to hear anything and that sounds distorted) but I'm at a loss as to what to try. 

So, any suggestions.... other than to throw it away and to stop playing with this old rubbish !
