Hi Dave,
I wonder if anyone could penetrate the FCC red-tape, especially when there's no regulation that can be cited to allow a proposed activity. Possibly one might get an individually issued STA.
But...it would be nice to be able to legally fire up a BC-1000 (have to be able to use non-ham frequencies), or BC-604, or even a RT-66/GRC or a RT-174/PRC-8. None are now legal in any service in the USA.
Under current FCC rules, Signal Corps "Armor-band" radio sets operating in the 20.0 to 27.9 mc range have value only as static relic displays. That's too bad. When they were still in service and the solar cycle was good, there must have been some very surprising long range contacts possible with, say, units like the BC-603/604 combo. (I'm probably one of few who see the SCR-508/528 as a thing of beauty.)

Mike / KK5F
