On the HT-4 and BC-610A to E, the capacitor setting is shown in the window above.  The flange is only for the locking mechanism, for the times when the SCR299/399 was in use mobile, and to prevent the usual shack visitor OOPS from bumping that huge (relatively speaking) handwheel.  Particularly while transmitting.  It has been a few weeks since I looked at an -I, but I thought it also had the calibrated dial in the window?
