The two tone test was part of the old EBS system, That's where you had
the announcement of "This is a test of the emergency broadcast system,
this is only a test . the broadcasters of you area etc." followed by the
two tone EBS signal for 30 seconds. all broadcasters were required to
monitor another broadcaster and have a decoder that upon receiving the
two tone signal would open up the speaker muting relay and let you hear
the announcement, some stations went so far as to have the EBS decoder
interrupt program audio and after the first time it did that they
usually removed it from the program chain. The EAS system that replaces
that has the option of interrupting program audio too, where it can send
its 555 baud burst and a stored voice message to aggravate the program
director. I have a book that shows a picture of a Conelrad receiver but
in the years I have been doing this have not seen one, and do not think
I have ever seen one at a hamfest. for something you think their may
have been a lot of they are scares if non existent now. do recall seeing
the little CD logos on old car radios.
