As one of the godfathers of VHF-FM, let me give you an analysis from my perspective.  There are 2.1 groups of operators on VHF/UHF.  

One consists of the weak signal, long haul bunch.  They used to be on AM, but now are CW, SSB, and computer processed digital.  

The second are the FM/repeater users, ragchewing usually, pproviding emergency communications when needed.  220 is underrepresented here because there were no surplus commercial FM two way to convert, and there is no 220 band in Japan, so their equipment output has been erratic and often expensive.  

The third, 0.1 group are the remaining AM operators.  In numbers, there is not a critical mass anywhere that I know about.  In any given area, a few guys with common interests get together and pick a frequency and try to get enough activity to keep active.  There was such a discussion on here recently.

See the ARRL band plans for frequencies, there are AM wimdows on all the VHF and UHF bands where you won't suffer interference from the wide FM signals or annoy the weak signal group.
