A couple of general comments.  Certain stainless steel alloys have a tendency to gall and weld, and if the damage is too far gone, it may require irreversible changes to make the sections let go.  In any event, WD (water displacement)-40 is a relatively poor lubricant, and even poorer penetrating lubricant.  Marvel Mystery Oil, Kroil, or the better known (except by me at the moment) proprietary penetrating oil whose name escapes me are all better suited to get inside a joint and lubricate it.  Apply carefully so it gets inside, and rock the pressure back and forth to see if it will let go.

Now, specifically, I am only familiar with the aluminum Premax whip.  It uses a nut on a threaded collet scheme, and if the stainless uses the same construction, it may be necessary to split the nut on one side to get enough clearance to unscrew it.  Then clean up the threads carefully where the obvious galling is present.  Inside the nut is difficult and time consuming.  Afterwards, an ugly looking but practical hose clamp around the nut will make it usable again, if a replacement is not available.
