TACAN is pulsed with a pair of pulses 12 microseconds apart.
The DME pulses which are received are delayed a fixed amount,
then included in the transmitted pulse train.  In order to
maintain a fixed transmitted pulse rate the receiver generates
the required number of pseudo DME pulses called "squitter"
pulses.  TACAN was known a AN/URN-3 or AN/TRN-6.  TACAN
azmuth is derived from the shape of the rotating pattern, and
a clock tick when the patern is headed North.  It appears that
"P" is used when detecting or ranging is the task at hand.
