[Milsurplus] Relative value of T-271 ART-28

If it is not exclusively pulsed equipment, the R is proper example, TACAN
has a CW component and a pulsed DME component, but the equipment is
nomeclatured ARN.
The P doesn't necessarily mean radar, just that it is pulsed.
