The Aerospace Corp., AKA the Circle A Boys,  were advisors to the USAF for
decades. Back in the 60s and 70s their engineers sat in on technical meetings as
advisors to the USAF decision makers. If there was a conflict between, say
Boeing and Rockwell, they would advise the USAF on who was technically right (if
either)

They also had some in-house hardware capability, but I don't know how much. They
were certainly not in the big league, like the aircraft companies.
