[Milsurplus] Mil HF rigs not NTIA compliant

To go along with this, just think of the many many times a person at sea
without a ham on board has called in to the Maritime Mobile Service Net on
14300 to declare an emergency where time was important to saving a life of
some one on board. I hear this at least every month or so on 14300.
