Pete, let him dig his heels in all he wants.  The FCC, ITU and WARC all make
provisions for emergency communications when life and/or property are in
serious danger.  Basically, it translates out to "anything goes."   I once
used my 2 meter ham radio to call the U.S. Forest Service when a wildland
fire broke out in southern CA.  When the excitement was over, they did ask
how I'd gotten hold of a USFS radio.  I explained how I used my ham radio to
call them and pointed out the FCC's emergency communications provision.  No
problem.  They actually thanked me for calling them.  They said the fire
could have spread to thousands of acres if I hadn't called them.

Te main exception to all this, of course, is stuff like the new digital
trunked radios coming into public safety services, etc.  There's no way a
private citizen would normally have that kind of radio coded into a
government owned system.  However, I don't think anyone would complain much
if you found a cop or fireman injured at the side of the road and used their
radio to call for help.
