[Milsurplus] PA for Landing Craft operations

I was looking at a manual for a "Battle Announcing Equipment for
Landing Craft Control". This equipment was built by WE, 1944, and
apparently has no nomenclature other than the name above, how dumb.
It put out 250 watt audio to a bank of horn speakers with a deck mounting.
My question is, this must have been for training operations only, right?
I mean, under noise of actual combat, this would never work, right?
May be the worst military manual i have ever seen, very minimal and
poorly arranged servicing information.
