There are a number of  less-known laws of physics. I don't know if the
one that rules this is named.
But - i know a countermeasure. As my friend Greg says, "The man with 
a spare / Hasn't a care".
This applies to other things that hide from you at inopportune times: box
knives, marking pens, keys of all kinds....
Get yourself at least several copies of each item. After a short while, they will
pretty well disperse themselves. Then, every time you need to use the item,
and go looking it, you will find one copy.
